Representative Murray was the primary sponsor of successful legislation that created a public-private partnership program in the State of Washington.

Prior to serving as Chairman of Transportation, Murray served four years as Chairman of the House Capital Budget Committee. The Capital budget developed and funded infrastructure programs such as the Public Works Trust Fund, a revolving loan program dealing with the reconstruction, replacement, or improvement of public works systems. He also helped create the Community Economic Revitalization Program, a program of economic development targeted at infrastructure to develop partnerships with business to create industrial and business job growth in rural communities.

In 2002, at the invitation of the United States Department of State, Representative Murray spent three weeks in India speaking in ten different cities about alternative methods of financing transportation, housing, environmental, and arts programs.

Murray has won awards for his work in the transportation sector, including:

  • 2006 Leadership Award: Women’s Transportation Seminar

Representative Murray is a native of Washington State and has a degree in Sociology from the University of Portland, Oregon. He has served in the Washington State legislature since 1995. In addition to his committee chairmanship, he serves on the Washington State Governor's Blue Ribbon Commission on Transportation, Revenue Committee; the Puget Sound Regional Council, Transportation Policy Board; and the Trans-Lake Washington Project, Executive Committee.
